Update of harmonised standards list under General Product Safety
On 10th October 2019, the European Commission published:
Commission implementing decision (EU) 2019/1698 of 9 October 2019 on European standards for products drafted in support of Directive 2001/95/EC of the European Parliament and of the Council on general product safety.
Which includes the official list of titles and references of published and withdrawn harmonized standards under General Product Safety Directive (GPSD) 2001/95/EC.
In this decision, Annex I includes the list of current harmonised standards under GPSD and Annex II includes the list of withdrawn standards.
Within this list of withdrawn standards, some of them (non-exhaustive):
- EN 15649 series for floating leisure articles for use on and in the water
- However, it is important to highlight that EN 71-1 on toy safety still contains a reference to EN 15649
- EN 957 series (some parts) for Stationary training equipment (other parts still remain in the list of current harmonized standards)

California Passes Metal-Containing Jewelry Law Amendment
On 27th September 2019, California’s governor signed SB 647 into law which revises California’s Metal-Containing Jewelry law with following main changes:
- Adopting federal standards for lead content in children’s jewelry;
- New definition of age limit for children’s jewelry to be similar (but not identical) to the Canadian Children’s Jewelry Regulations (SOR/2018-82);
- Establishing soluble cadmium for surface coatings on children’s jewelry;
- Strengthening the lead content limit for certain materials to align with those under entry 63 to Annex XVII of REACH in the European Union;
- The three categories of materials, Classes 1, 2 and 3 have been deleted and the specifications for body piercing jewelry remain unchanged.
This amendment will become operative on 1st June 2020.

Manufacturers and importers should carefully consider these coming dates of application and confirm that their products comply with these restrictions:
- New York - Article 27, Title 27 Environmental Conservation Law - Section 27-2708 Plastic carryout bag prohibition.
Brief description:
The provision of plastic carryout bags at any point of sale to customers is prohibited. This prohibition does not apply to:
- A reusable bag that is not made of film plastic or a compostable bag;
- A plastic bag used solely to contain or wrap uncooked meat, fish, or poultry;
- A plastic bag used by a customer solely to package bulk items, such as fruits, vegetables, nuts, grains, or candy;
- A plastic bag used solely to contain food sliced to order;
- A plastic bag used solely to contain a newspaper for delivery to a subscriber;
- A plastic bags sold in bulk;
- A plastic bag prepackaged for sale to a customer including, but not limited to, a trash bag and a food storage bag;
- A plastic garment bag;
- A plastic bag provided by a restaurant, tavern or similar establishment to carry out or deliver food; or
- Any other bag exempted by the department in regulations
It will start applying on 1st March 2020.
