On 15th March 2018, the European Chemicals Agency (ECHA) launched a new website where consumers can find information about chemicals in our daily lives.
 
The website,
'Chemicals in our life', is available in 23 languages. The readers can find a great variety of information such as hot topics, chemical database, nanomaterials, benefits and risks of using chemicals, explanation about EU legislations, etc ...

Guideline on PAHs restriction


In March 2018, the ECHA (European Chemicals Agency) published a guideline on Annex XVII Entry 50 on PAHs (Polycyclic aromatic hydrocarbons) in articles supplied to the general public.
 
It aims to help suppliers, importers, distributors, users of articles, as well as the competent authorities of Member States to understand and comply with their obligations under REACH Regulation.

Recommended restriction on flame retardants


On 5th April 2018, the ECHA (European Chemicals Agency) published a Screening report about the use of Flame retardants in articles.

Since the screening assessment identified a risk for children from exposure to TCEP, TCPP and TDCP in flexible polyurethane (PUR) foams in childcare articles and residential upholstered furniture, ECHA recommends an Annex XV restriction dossier is prepared.

Microplastics in our daily lives: A growing concern

Microplastics are very small particles of plastic material (typically smaller than 5mm). They can be unintentionally formed through the wear and they can also be deliberately manufactured and intentionally added to products for a specific purpose, such as exfoliating beads in facial or body scrubs. Once released to the environment, they may be accumulated by animals, including fish and shellfish and, consequently, ingested as food by consumers.

Due to growing concern for the environment and human health, several EU Member States have enacted or proposed national bans on the intentional use of microplastics in certain consumer products.

The ECHA (European Chemicals Agency) has launched a call for collecting evidences and information about the impacts of microplastics in order to evaluate a possible restriction of microplastics in any kind of products. The call for evidence is open until 11 May 2018.

Draft amendment commission regulation for nanomaterials

On 26th April 2018, the Draft Commission Regulation amending several Annexes to REACH was voted in the REACH Committee.

The aim of these amendments is to provide more information about the characteristics of nanomaterials, how they are used, how to handle them safely, what risks they potentially pose to health and the environment and how these risks are controlled.

The Draft Commission Regulation is now subject to scrutiny by the Parliament and Council for a period of three months before being adopted by the Commission.

The ECHA recommends familiarising with the amendments and assessing what action needs to be taken to comply with them.

Product categorisation system


The  European Poison Centres’ website provides  information on the European  product categorisation system (EuPCS) for mixtures within the scope of article 45 of CLP regulation.
 
The EuPCS describes ‘the intended use of a mixture’ for which a submission has to be made according to Article 45 and Annex VIII to the CLP Regulation. It covers mixtures classified as hazardous based on their health effects or physical properties.
 
This information will be necessary to do the notification to Poison Centres in 2020 (for consumer uses).

RAC and SEAC opinions


On 16th march 2018 the European Chemicals Agency (ECHA) published the Annex to news release on the fourteen adopted proposals for harmonised classification and labelling by the Committee for Risk Assessment (RAC) and adopts two final opinions on restriction proposals by the Committee for Socio-economic Analysis (SEAC).

Labelling of methylene chloride in household products

On 10th April 2018, the Consumer Product Safety Commission notified the World Trade Organization the supplemental Guidance about Labelling of Certain Household Products Containing Methylene Chloride.
 
The aim of this guidance is to address hazards from inhaling methylene chloride vapors by the use of proper labelling.

New requirements for flame retardants



Massachusetts Joint Committee on Public Health has reported Bill S.1175 favorably (“An Act to protect children and families from harmful flame retardants”).  This act would ban the manufacture or sale of bedding, carpeting, residential upholstered furniture, window treatment and products “marketed for use by children 12 years of age or under” that contain more than 1,000 ppm of flame retardants, by weight.
